Exercise 1:  Read the letters to the editor of your local city newspaper for one week.  Note how many writers refer to themselves or others as "taxpayers" and how many refer to themselves or others as "citizens."  Is there a difference in the way writers who refer to themselves as taxpayers make claims on the city?  What do we learn from Kemmis's analysis?
